Also if my understanding of the process of gov proposals is correct from reading this:
Since the discussion part seems to have support, I’ll tweak my initial post taking into account points made here and submit it – (some things have come up, but since there is agreement that this isn’t a proposal that would likely lead to implementation until after our BBB program is over something I support, then I’m not too concerned. I do welcome anyone pointing more govs towards this proposal and spreading it on socials so more can comment here and weigh in as well. 
Tuesday is my day off so I’ll work on bringing this to a formal proposal as well as specifying this as a general post-BBB program effort).
